- Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking dish with olive oil.
- In a large skillet, heat olive oil over medium heat. Add ground beef and chopped onion. Cook for 7-8 minutes until beef is browned and onion is translucent. Drain excess fat.
- Lower heat and add shredded cabbage, diced tomatoes (with juice), cooked rice, Worcestershire sauce, garlic powder, paprika, salt, and black pepper. Mix well.
- Allow the mixture to simmer for 5 minutes on low heat, stirring occasionally. Add a splash of water or broth if too dry.
- Spread the mixture evenly in the greased baking dish and compact with a spatula.
