  3. Layer Ingredients in Slow Cooker: In the slow cooker, layer half of the potatoes, half of the beef mixture, and sprinkle cheese. Repeat, ending with cheese.
  4. Mix Sauce: In a bowl, whisk together cream of mushroom soup, milk, garlic powder, salt, and pepper. Pour sauce over the layered ingredients.
  5. Cook: Cover the slow cooker and set to low for 6-8 hours, until potatoes are tender.
