- Preheat your oven to 375°F (190°C) and prepare the muffin pan by spraying with non-stick cooking spray or lining it.
- In a large mixing bowl, combine ground beef, Italian breadcrumbs, Parmesan cheese, and milk, then add ¼ cup of ketchup, onion, bell pepper, garlic powder, oregano, salt, pepper, and the egg. Mix gently until combined.
- Divide the mixture evenly among the muffin cups, filling them about three-quarters full and gently pressing the mixture.
- In a separate bowl, whisk together the topping ingredients and spoon the mixture over each meatloaf muffin.
