- Preheat your oven to 350°F (177°C) and line an 8-inch square baking pan with parchment paper.
- Combine softened unsalted butter and brown sugar in a mixing bowl until creamy. Mix in vanilla extract, flour, baking powder, salt, and oats until crumbly.
- Press slightly more than half of the mixture into the baking pan to form the crust. Bake for about 12 minutes until edges are golden.
- In a separate bowl, whisk together sweetened condensed milk, lemon juice, and zest until smooth to prepare the filling.
- Remove the crust from the oven, pour lemon filling over the hot crust, and sprinkle the remaining crumble mixture on top.
- Return to the oven and bake for an additional 22-25 minutes until the edges are golden and the center feels set.
- Allow the bars to cool in the pan before transferring to a wire rack. Once cooled, slice into squares and enjoy.
