- In a large skillet, heat 2 tablespoons of olive oil over medium heat. Add ground beef, breaking it apart as it cooks for 5-7 minutes until browned.
- Stir in chopped onion and diced bell pepper, cooking for 5 minutes until onions are translucent and peppers soften.
- Add minced garlic and sauté for 1 minute until fragrant.
- Pour in tomato sauce, then add olives, raisins, cumin, oregano, and bay leaf. Mix thoroughly.
- Reduce heat to low, cover skillet, and let it simmer for 30 minutes.
- Taste and season with salt and pepper. If sauce thickens too much, add a splash of water.
- Serve warm over rice or with black beans, garnished with fresh cilantro if desired.
