- Bring a large pot of salted water to a boil. Add pasta and cook according to package instructions until al dente, about 8-10 minutes. Drain and rinse under cold water.
- In a medium bowl, mix mayonnaise, sour cream, lime juice, chili powder, salt, and pepper until smooth.
- In a large bowl, combine cooled pasta, street corn, red bell pepper, red onion, and cilantro. Toss gently.
- Pour dressing over the salad and fold gently until well coated.
- Cover and refrigerate for at least 30 minutes before serving.
